The combination of close lights and moisture on the plants can cause pretty harsh burns on the leaves. Especially when they are young. Your soil looks a bit barky. But yeah... as mentioned... explaining all other variables involved in the grow will help paint a diagnosable (haha is that a word?) picture. It could be that the plants are shocked from the soil or transplant. Especially since you noticed that they had stopped growing. Does your soil have nutrients in it already?
