Grayish/brown/purple?! Leaves, I have no idea what color they are!

I could really use some help here guys. I have three plants and two of them are doing good but this is the smallest one and both bottom leaves are turning like gray/purple and it looks like tiny white dots in the picture but they're tiny and they don't move, so I don't know what that is. This plant originally was doing the best of all three but now hasn't grown much for a little while. I really haven't got much help from anyone else so I'd appreciate if someone threw me a frickin' bone here.

I'm not an expert so wait for them to come along but to me it looks and sounds like a mould or fungus.

My tuppence (2 cents for all you Americans )

You should have an oscilating fan that blows directly at the plant creating a gentle breeze and circulating the air.

Your medium should not be constantly moist because you should only water it once the plant is thirsty again and the medium has mostly dried out.
    How often are you watering?

And you are using Hard water which I have no experience with but you take it straight from the tap which I think I know is not good.

It's your soil. MG Organic has a lot of nutrients in it, and it is too much for seedlings. That purple is from your seedlings being fed too 'hot' too young, and they will grow out of it. Make sure you are letting the soil dry out pretty well between waterings. Also, get your water pH up to 6.8. MG Organic is peat and is prone to becoming a bit acidic; it drops over time.

You will be ready to give nutes at a low dose when you see the 5th node forming and re-pot to the next size up, which should be a 5-6" pot with GREAT drainage.

    EDIT:
Tap water is almost always FINE. Please don't try to answer problems when you've got no experience of them.

My apologies but I've read so much in so many different places about hard water problems that I thought I was helping, and I did point out that I'm not an expert and not to act on my advice aloone.
I'll just stick to what I actually know from now on.
