You did ph the water first, right?

If the after the flush she isn't showing fresh signs of renewed vigor, the only other thing I can think of, is to add some Calmag Plus, or some Iorn, or stronget lighting. FF Tiger Bloom has plenty of nitrogen, so I'm sure there would be no problems there. Perhaps more of a salt build-up than 'normal'? Was it fresh soil, or re-used/partially re-used from a previous grow?

Are the buds showing any signs of filling-out, (new growth) or have they started a decline, also? How do the roots look now? Healthy white tips? A gooey mess...?

From side-by side experience, removing fan leaves from cola, does stunt (cola) bud growth.

My guess in regards to the root-uptake theory...sure, they can still uptake fresh nutes and minerals, but those compounds already in the fan leaves have been processed and stored locally, which makes it more readily available for closest 'new growth' to access. Working harder to make-up the deficit could add a bit of stress. (slowed/stunted growth)

Just a wild guess, tho.
