Only Senators can insert earmarks into senate bills, but Governors and other state officials can and do make requests of their Senators for specific earmarks to be inserted by their Senators. And Governors can and do hire lobbyists to push for bills that include their state's earmarks. So yes, only Senators actually make the earmarks, but Governors are involved in the process.
