When you apply for a CDL they usually give you a paper interim DL. I wonder if you took the paper dl along w/ your out of state DL and your doctor papers to a MMJ DR. what would happen... who knows they are in the business of compassion, tell the doc your a new resident to cali and can't find meds...It's worth a try, worst case is you'll have to wait out the expected time for the DL to show up in the mail.

Later and good luck finding a place out here...
