Lighting for my first Hydro grow

So I'm not sure what i should be using. I have been checking prices on different lights and figure i could get some Really cheap florescent lighting. I currently have about 6 bulbs of 6400k cfl, and i have about 10 bulbs of 2700k. What i'm wondering is would it be worth it for me to get 2 florescent bulbs (The long kind) not sure what they are called, at 6400k for growth? it would be an added 12$ i found the fixture at a thrift store for 2.99 and the light bulbs are about 9$ for 2.

Its been over a year since my first grow. i did dirt and i will not mess with that again since watering was a hassle.

So i guess im back to the newbie questions again. I would like to know what is best for flowering and growth. 6400k for growth right and 2700k for flowering?

I'm wondering since i have compact florescent if it would be in my interest to buy a more powerful light for flowering, and if so what kind would it be a MH or a HPS? I really do apologize i know im really just beating a dead horse in asking these questions. I know that prices change and that's why i am wondering if it would be worth my effort and money.

plus how much money does that set you back in electrical cost to switch to a 400watt MH or HPS?
