Really? I really thought that I had heard him say point blank that he would use the "windfall profits tax, aka, theft of private companies money" to give Americans the $1000. I am willing to believe you on this if again you could provide a source other than you.

That being said, sounds like a really nice thing he wants to do for little ol' us, since he wants to double the capitol gains tax, (source, Barak Obama in the democratic primary debates) which is currently @ I believe 15%ish and where he would like it to be @ I believe 28%ish.
