There was a thread here that just might be what you are looking for.
Easy n cheap to set up, innocuous looking, portable and efficient.

Guy got two deep rubbermaid tubs, lined 'em with foil, (prolly better to just use white paint), and stacked them lip to lip.
Put CFLs in the top one and put his FIMd seedlings in the bottom.

On stands to keep them close to the light until they get big.

Then he bought some ABS pipe fittings and set up a pair of elbows, (as a light baffle), for air intake, and another pair for the exhaust.
Brilliant set-up. Wish I'd thought of it.
Works best with short, autoflower strains.
For portability and economy (after the initial price), I'd use 2. 14W LED panels instead of CFLs.
NOT the "China panels" .
