Marijuana in Minnesota??
When is it a good time to start plants in north-eastern Minnestota, and when do they usually start to flower there?

When to start depends on how and what you want to grow, If growing massive plants that yield many ounces you will need to start them indoors during the late winter and move outside when the risk of frost is gone however if you want to grow several smaller plants you can start the seeds anytime all the way till june at least (remember small plant can be kept hidden with far more ease than monsters).
As far as when they start flowering it all depends on what strain you are growing. Some strains like Lowryder will flower within a few weeks and can finish in about 10 weeks (Autoflowering strains) while some others like Haze won't flowere till light levels reach 12/12 in the fall and can take a further three months plus to finish (not going to mature unless you have warm weather until december) however most plants fall in between these extremes and will start flowering from late july to late august and finish up in september-october.
for best results just pick strains that can finish before your first frost date and let nature do the rest.

im asking when they start to flower in north-eastern minnesota. because the photoperiod for minnesota doesnt start enducing flowering until august 20th(14:01 hrs of sunlight on that day, and it decreases from there). is it feasible at all to get a plant to fully bud or would it need to get picked early? or would flower-enducing spray hormoes work and start flowering them early? please tell me a way that works to get a fully mature plant at the end of the season, if there is one.

He already stated that plants that have the hybrid "auto-flowering" gene don't require the specific light schedule to begin flowering.
The specific hybrid genes you want for auto flowering come from any ruderalis strain

You have a couple of options i would say.Start in spring indoors if possible.Then transplant outdoors the last week in may or first week in june.You would be able to use quite a few differents strains if you go that route.You are correct about aug.20 th up here.Depending on strain you will begin to flower closer to aug 7th trough 14 though.If you can not start indoors then just simply get strans that flower in around 45 to 55 days.I know you will be cutting it close with temps in the high 30s at night in sept.But i think you will be fine. Just keep eye on low temps as they are finishing up.Minny is agreat place to grow .You get the right strian and you will be fine.I always take a drive along 61 along the shore every fall.It is some of the prettiest senery the state has to offer you are lucky to be where you are.

There are a ton of good strains that will start flowering in july in your neck of the woods and finish by late september (well before killing frosts in your area i would assume) Gurrilla Gold, Mighty Mite, Early Wonder, etc PM if you want some seeds for next season that will finish good and early. I am at 45 deg north and in eastern ontario and usually start harvesting around sept 1. Here are a couple pics from last week

a week after ur last frost, jsut like anywhere else, and it flowers in 8-12 weeks, like anywhere else.
