To water or not too, that is the question

I have a few seedlings about 4 week old. I king a notice a slow/stop in the grow process so I've check the roots, they where starting to get around the bottom of the plastic cup I was using. So I've decided to transplant it to an 8" pot. I've water the plan the morning before and did the transplant back from work. Now my question is, should I water (with 1/4 of nute strength) them today or wait a little more, the soil around the plan (from the plastic cup) look like it still wet. Let me know what you think about this !

I always water 'em pretty good right after transplanting. Since the soil settles after watering, I somewhat loosely fill it back up with a bit more soil. (leaving room for future waterings)

Yeah keep them wet. I just use water for a couple days after, no nutes.Superthrive seems to help with stress.

its easier to trasplant dry, and water the new soil around the old dry soil so taht the roots are attracted to the new soil.
