Neem should dry to a very water-resistant film. It's an oil, and nice and sticky.

With caterpillars, manually picking them off is sometimes the only way to guarantee their absence.
I noticed that most of the neem oil washed off with the last rain or two we had, but I can still see some of the oil on the leaves.

These are tiny white caterpillars with black heads/eyes. They're about 1cm long or so and about as thick as horse hair.
