try both in the same spray bottle! Use your tobacco juice as the 'water' in the neem + water mix if you like.
Neem should dry to a very water-resistant film. It's an oil, and nice and sticky.

With caterpillars, manually picking them off is sometimes the only way to guarantee their absence.

I noticed that most of the neem oil washed off with the last rain or two we had, but I can still see some of the oil on the leaves.

These are tiny white caterpillars with black heads/eyes. They're about 1cm long or so and about as thick as horse hair.

10 -20 is fine and about 2-3 cups of water will do. the only worm that wont be affected by this is the Tobacco worm so it is safe to say all your basic insect problems should go away.

I should probably go buy a cheap can of dip or a cheap bag of chewing tobacco.
