worms? eating tops

I have something that looks like a tiny tiny silk worm that has some sort of web and is eating the fresh new sets of leaves on a few of my plants. HELP!

plants are outdoors.

Get a handfull of cigarette butts and steep them in hot not boiling but good hot tap water and soak for about an hour strain and put in spritzer bottle and spray the plant top to bottom don't soak the plant just mist it really good that should take care of it.
