CA: Police investigate foster parents for medical marijuana sales
OROVILLE -- Police arrested a man, cited a teen and began an investigation on the teen's foster parents after marijuana was found during a welfare check Tuesday in east Oroville near Oro Dam Boulevard.
At about 3 p.m. Tuesday, the Butte County Department of Employment and Social Services asked police to assist social and foster care agency workers to "decertify" foster parents of two teenagers, Oroville Police Chief Kirk Trostle said.
"We sent officers because it was getting to be a heated exchange," Trostle said.
When officers tried to enter the house, the parents' biological sons became combative. When they began making contact with officers, the teenagers were arrested.
Eighteen-year-old Nikkolas Carr and a juvenile were arrested for interfering with a police officer. Carr was booked into the Butte County Jail and the teen was taken to Juvenile Hall, cited and released, Trostle said.
At the property, officers found 18 marijuana plants. One foster parent had doctor recommendations for the drugs.
Officers found evidence the parents had been selling the medical marijuana to a distributor, Trostle said.
Police are investigating if two other medical marijuana growers at the scene were selling their crops, too. Also found were marijuana plants growing inside a trailer where the juvenile lived, as well as a bag of dried marijuana, police said.
The foster teens were removed from the home, and police confiscated six medium-sized plants and the bag of marijuana as evidence.
Oroville police are turning the case over to the District Attorney's Office for investigation, Trostle said.

So if your a bar owner with a house attached to the business you can't be a foster parent? What about doctors with the little black bags?
I see another definition in the medical marijuana laws coming regarding children. They were smart enough to pass the law against employer discrimination; I hope they use the same wisdom here.
