Both... you want good air flow in the grow space, and you also want to have good drainage in your container. You want it so that when you do a "flush," the water drains out of the bottom (and possibly sides) relatively quickly. If you are flushing and the water just drips out slowly, you need more drainage. As the soil dries, the extra holes in the bottom and sides of the container will help bring oxygen into the roots. Having good air flow in the actual grow room, cabinet, etc. will help keep temps stable, strengthen stems, and generally add to the overall health of the plant. Basically... make the plant think that it is outside in the middle of a nice breezy field. For me, good airflow also makes it a bit harder for bugs to set up shop on your leaves.
