That mutant looking one is just weird- experienced growers cull plants that look like that. If you want to keep it as a curiosity... well, fine, but the post that it is more likely to be female- that's just totally wrong. It's just a freak.

You would normally want to flower when the plants show that they are sexually mature, when the nodes go from opposite to alternating. You don't have a very large space, so you might actually want to flower soon. It's not ideal, but you will run out of room otherwise.
