It will not flower your plants very well...if at all.
Low power, chinese panels like that will only make you believe LEDs don't work for growing.

Hey hydro, u should look at the other led on ebay the 56w super power that claims to be as good as 250w hps

Got one you can have. Had to repair it, twice! To keep 'em all lit long enough to find it almost useless.
Was about to toss it.
If you want it you'll have to repair it, again.
If you repair it, you will have re-solder the rest of the connections.
Be better off to clone the print and stuff it with 10mm. superbright 70+ candela LEDs
That will actually grows things.
And, call me picky, but I'd put that "power supply" in a fireproof box, then throw it out.
