These are preflowers, correct?
If those are indeed preflowers, what should I do now? Does that mean it will stop growing taller? Should I switch to FF Big Bloom nutes?

Yep just looks like buds starting. It will still grow taller depending on what strain it is. I would start feeding it flower nutes.

Those are not pre-flowers they are the internode (can't remember correct word for here) but all plants have these little fingers at each node. this is where the flowers will come out but in your pic there are no signs that I can see of pre flower. You will start to see a single white hair growing from those spots for pre flower. The little bumps in the background are new leaf sites starting.....:smokin:
