Ah dunno much about hps. Use LEDs myself.
But "which is best?"
Only real answer you gonna get is; "depends."

What strain? Is a biggie.
Some need mo' intensity dan odders.
What kind ventilation? 50% mo' heat wit 600W.
(Actually it's a bit more, but that plays against efficiency in lumens per Watt).
How much headroom?
Top floor?
Mebee got problem wit FLIR.
600W more likely to get knock onna door, yeah?
Hydro?
Dirt?
Whattaya pay per KWh?
Light leakage a problem?
No want funny yellow color spillin' out.
Mo' betta use CFL when neighbors might see.
Dey gettin' betta an' brighta alla time.
