Worried about my babies

Hey, hypothetically planted 2 plants this year and I'm worried they're growing too slow. Plant number one is a month and a half old and about a foot tall with maybe 4-6 sets of leaves and only one set is starting to develope the small leaves at the base of the leaf stem. It had its first lower leaves eaten by insects so it grew taller to escape them Im guessing. Plant number two is 1 and a quarter month old, and is looking a bit better, it has all its leaf sets and is about 6 inches tall and is starting to develope its small leaves just now.
Sorry if I said things confusingly, but I'm trying to get a general idea, are my plants stunted?

Maybe; the best you can do is to make sure that they are getting enoguh hours of light per day. If there are other weeds competing with them, tie the weeds back so they aren't blocking the light.

Yea I make sure they have a nice little area around them free of weeds and I gave them some sheep manure tea a few days ago for a boost.
