12.25 on and 11.75 off?
my plant doesnt seem to be flowering because no buds are forming and i cant remember exactly but i believe its been over a month that i turned my lights to wht i thought was 12/12... turns out when i checked it, it was on 12.25/11.75... is 15 minutes enough to stop it from going into flowering???

E-specific medium huh?
CSL-Soil type/brand- miracle grow moisture control
SCL-Anything you have added to the soil-per lite
SCLR-Soil or slab runoff pH- 6.8
E-Water source-sink and let it sit for 24 hours
E-Source water pH around 6.8
E-Age of plant- about 2 months
E-Type of fertilizer-fox farm
E-Rate of application (if hydro, this is your PPM number, preferably after each component is added)-every other watering
E-Lighting source and distance from plant- 2 inches, 4 24 watt cfls
E-Air temperature (both day and night if you are running a dark period) stays in high 80s

it's been in flower for a month? around 4 weeks? it should definitely be showing some flowers by that point. 15 minutes shouldn't make a difference, at least in my experience.
You are using CFLs? i did a closet grow with CFLs and it took FOREVER for them to begin showing. it was just a rinky-dink experimental grow so i don't know exactly the contributing factors to the slow flowering...but that'd be my first guess. Add a few more lights or switch to higher wattage CFLs. Just watch your heat. high 80s plus more/higher watt bulbs could be tough.
My HPS grows show signs in the first week of flowering. that's why i think it may be your available light that is causing it.

I think you have a light leak somewhere. No....your times will not affect flowering but i'm pretty sure you've got light sneaking in on your 12/12 and that's why your plants think they are still in veg.
