hey guy, the short answer is yes, it will be, or it could be a problem.
leaving that much space between the base of the plant and the rim of the pot will make it very difficult to get the air around the base of the plant moving.
the result will be stagnant air pooling at the base of your plant, not a good thing.

also, there's no way you need a 1000wtt MH for those few plants

do you know what you are growing as far as genetics? i would invest in a hps for flowering.

Wait- you said you have a 1k BULB? You need a 1k BALLAST to run it.
I'd stick with the MH400 and then flower under a 1k HPS.
Put the plant sunk deep in that pot in the breeziest part of your grow room.

1000W ballast and 600W bulb is a no go sir. The bulb must match the ballast...must.

Are those bags in the pots?
    Have you provided adequate drainage?
If all the dirt is contained in the bag you could pull the whole bag out, cut holes into the buckets, fill up enough soil, cut the bottom of bag and let it all drop out the bottom back into the bucket and it should come up to the right height.

Alternatively pull up the bags and put something in there like other smaller pots upside down to bring it up to height.

    Brilliant!
That makes me think maybe bagged seedlings in a baggie inside a party cup might be the way to go for outdoor... just like nursery plants are sold balled-and-burlapped. You can pack more into a smaller backpack. Hm....
