Well - I dont know if this info will help, but I started with clones. You have to be careful with clones to make sure no diseases or bugs exist, but I haven't had a problem so far. I even started making my own clones for future use. Besides, they are already coming off of females, so you dont really have to worry about sex, and they usually are only $10 each (which is cheaper in the long run considering that not all you seeds will produce!)

So anyways, its really hard to grow young plants in that high of temps, I have a hard enough time getting max growth out of 75 degrees, so thats part of the problem. The solution? grow indoors under a grow lamp if you can - if not, maybe you can set up a fan to cool them off.

The other part - as StinkyAttic said, no fert for babies. Foxfarm makes a soil perfect for seeds, my friend tried it and they popped right out. I made the same mistake a while ago..... Do you have anywhere you can get cutlings from (maybe a friend?). I have found clones to be really ez to make and root.
