 You can't just ban fossil fuels. The economy, food, transportation, war efforts, and basically the whole country would grind to a hault. It's not like you can ban oil one day, and have us all on hydrogen the next.

Old steam engines used to burn coal to make the steam pressure, so the fuel is still a fossil fuel. In fact, almost all exisitng electric power plants are steam turbines --- they just burn different things to make the steam to turn the turbines and make the electricity: coal, natural gas, whatever.
