It looks like either 36 female clones or so planted in a square at the change of seasons like that Bozo up there said
or a plant that was LSTd during the early summer under a net.
If you do the female clones SOG thing, you can give them 4 days of darkness starting the last week in July, and put them out Aug. 1st. They will start to flower immediately, and stay nice and discreet.

but only about half that size. They usually cover the 18 x 24 tubs I grow in.
I do it with bamboo skewers, weights and twist ties. When the seedlings are about 6 inches high, I take a skewer and attach a twist tie. I gently bend the seedling and hold it in place with the tie, so it is growing in an "L" (turned a quarter turn to the right). This encourages the side branches to grow. Eventually, I top them when I have 2 inches above the 4th node and set the cutting either just growing roots, or sexing under 12/12.
As they get older, nuts and bolts with twist ties act as weights on longer branches, forcing them to grow horizontally. I LST the heck out of them, but remove the skewers the last two weeks. If you took a photo of my plants after I remove the skewers, it would look like that. The weights are usually hidden by buds and leaves.

Alot depends on the strain too.Even those look like they might be sativa strain which usually grows tall. BC Bud can be kept pretty small. I've had them bud very nicely at about 14 inches.

Look closely in the bottom left of the plant(s) and you can see the screen...it is in fact an outdoor scrog.
