My plant is sexually mature but it is nowhere near flowering season (growing outdoors)

Now, I know I have early development of preflowers that look more towards the female side but they have no white hairs. They've been there for a while already, and I was just wondering if this had anything to do with the season. Is this normal until flowering has started?

Either way, I can't wait 'till they bloom...this baby has a pretty good amount of grow shoots. Thnx
