You're right it probably wouldn't cost alot but you have to consider the human/greed factor into this. People are going to grow it and make some money on the side.

I think the mindset by torching fields is to ensure that the product is destroyed as opposed to hoping the people will do the right thing and stop growing it when they're being paid.
