I totally agree that a latex paint in a cabinet is less likely to out-gas noxious fumes a la the dreaded 'hydrohut syndrome' lol.
That being said, for anyone who has plenty of time to let paint dry, in a basement grow area especially, KILZ oil based primer would be my top choice for an environment that is likely to be damp. It's fungicidal too last time I checked.
