HPS setup and 3pin cable wiring

My HID reflector has E40 socket with 3 pin power plug (same as PC power out).
I tried to wire the N pin to neutral, E pin left unwired and L pin wired to starter. Everything else is wired exactly the same as shown in the picture. I may not explain this very well so in this case for better understanding just replace the bulb in second picture with 3pin plug. However this didn't work.
I tried connecting without 3pin plug with just simple 2 wires directly to E40 socket and it worked.

So the problem is 3pin plug. I think something is wrong with these 3 pins. Do I need to use the Earth pin? I left it unwired.

It appears that you have the N and L swapped. I checked my cord and compared to your plug in the picture, the right hand pin should be line and the left hand pin neutral.

OK, here's my wiring shown in picture. I hear the buzz coming from ballast and starter but still there's no light. I tested my bulb without reflector and it works well... This is strange, please help me on this.
