I bought an herb grinder and it's the best smoking related investment I've ever purchased. The bullet would grind it up way too finely. I don't know about the pepper grinder. I just say get an actual grinder. You wont be disappointed. Well, unless you buy a crappy one I guess. I don't think I've ever seen one that didn't do a good job at grinding herbs though.

I have used a regular blender before, and it works fine. You just have to be careful to not run it too fast. You can control the consistency of the product by controlling the blender speed.

Grinder?
Goto the store and buy one of those small electric coffee grinders. Dont just hold the button when grinding, hit it for short bursts so its not to powdery.

Its definatly an investment to buy a grinder. I can't even believe i managed cope without one.
They make your life so much easier, less time grinding, more time smoking.

You have a few options that aren't hard on the wallet.
You could buy a simple coffee grinder. Around $10 at Wal-Mart or any major retail store. I find they have pros and cons though myself. For small amounts of weed, I find it pulverizes the shit out of it. That's good for grinding up large amounts of hash making or whatever, but for bowls and joints. I find it an overkill.
I have a Sharpstone grinder w/kif catcher. It was about $25, but it was a good investment. I get a bit of kif here and there and it easily grinds the herb up nicely.

and the beauty is eBay. It wasn't the wonderous thing it has become when I first started smoking and there were zero headshops around. Now, they seem to be more prevalent in some areas but ebay is your second source, you can get pipes, lighters, screens, vapes, grinders, everything but the product itself.
Not to mention all of the online stores that are super-legit now. It's a good time to be a pothead, that's for sure.
