A lot of states have "disturbing the peace" or similar statutes that the courts are allowed to interpret very broadly. Unless you were in a hookah shop or something I could totally see a cop citing someone for that... given that a bong is 99% of the time associated with illegal drug use.

Then again, perhaps nothing would happen. Give it a try and let me know how it goes!

I would think you would probably just get hassled and searched... and I think the search would be legal too, under probable cause.
