I'm not sure if you mean rating a thread, or giving reputation (good or bad) to a person. I don't think that you can include comments for a thread rating. For the reputation, there are icons in the upper right hand corner of the posting - the one on the far right is for reporting a bad post, and the one next to that, which looks like a scale, is for giving reputation to the individual When you click on the reputation icon a dialog box appears and you either "approve" or "disapprove". There is space underneath those choices to fill in details, send a message, etc. Hope this helps.
