Even if you can save them, plants that are stunted and stressed early in life may never perform correctly. And moving them from that tub into separate pots at this point, while necessary (or cut the tub down to no more than an inch above the soil surface, and drill LARGE 1/2" drain holes in it), is another source of stress. Sure, go ahead and try to revive them if you have extra space, but definitely start some new seeds as well.
Give those plants a light foliar geed with a complete grow fert mixed weak as soon as you can, while you are troubleshooting the soil situation.
