Unfortunately, the info regarding the deciphering of the batch code is about as detailed as it gets. The info was provided by the Administrators of the now-defunct urineluck message board, in which I, along with N2, were former regulars of.
The Admins of the board were obviously Spectrum Labs reps, as their replies to most of the threads were heavily slanted towards the products they were marketing. As an example, the Admins wouldn't even permit N2 to post the Dilution Guidelines on their board!
The questions about the batch code were raised back in the fall of '03 when the problems first surfaced with the QF 3.0. The Admins originally advised to "..make sure you have a current batch of the QF before use. Check your batch code to see how current your batch is... ". After a question was asked about cracking the code, the admins dedicated an entire thread on deciphering the batch code. According to the Admins, the first digit bore no relevant meaning but the second digit denoted the month, the third digit denoted the week, and the fourth & fifth digits (03) denoted the year. Shortly thereafter, Spectrum would recall all QF 3.0 batches regardless of batch code, replacing with the 4.0. The translation of the batch numbers remained the same though, according to the Admins.

Your "L" code on your QF has thrown me a curve ball. Every batch that Ive owned and/or tested always had an A, B, C, or D as the third digit. Makes sense since theres 4 weeks to a month.

I wouldnt worry too much about the week it was made, just the month and year.

And like Ive advised earlier, test your QF batch with an integ strip if you have any doubts.
