Hmm... well, I'm pretty sure there's another reason behind the sickly look of the other seedlings. Was there a big temperature difference between the outside and inside where the light was? I'm wondering if maybe that played a part in it. I start all my seedlings out under CFLs, usually 4-23w CFLs for 10 seedlings, and keep them there until they have at least two sets of true (serrated) leaves. That's always worked just fine for me.

As for the outside seedling, I really can't tell whether or not it's on track... since I've never used just sunlight alone. Well, I did once... but it was a complete disaster. Anyway, maybe someone else can chime in and give you some advice based on their experience. Sorry I couldn't be more help.
