The story is read as an instance of a bush sponaneously bursting to flames before Moses, and then the voice of God coming out of the flames to direct Moses on what to do in regards to his people.
Although when you take into account that the Bible if full of parables and symbolism there seems like a pretty good chance that Moses just burned a spleef and thought about his problems for a awhile then the answer suddenly hit him.
