Misuse and abuse of expenses happens in private industry all the time. It's simply more highlighted in this case because it involves a single legal entity rather than millions of private entities. I guarantee there's a hell a lot more waste going on in the private sector. Difference is the waste simply cuts into the private industries profits. For the government, they have leeway in terms of credit since there is no profit motivation.
Abuse is a serious problem in all sectors of the government. To say they do nothing to change it is absolutely wrong. All the GAO does all day is investigate waste, fraud and abuse complaints.
You can't blame the entire government for a few rogue employees. People that work for the government are human like me and you. That does not justify it, but there is a perception that the government is a single entity and everyone that works for it has the same point of view and acts the same way.
