Get some PH test strips $10 and Ph controllers $10 and more lights. Like 6 of those 25 watters or 400 watts of HID.

Start using purified water, and forget the tap water. Pretend like tap water don't exist, I don't even use it for my soil plants.
He's doing fine for the time being, dude. Criticism is one thing, but bashing another person on their grow is entirely different. Clones and small seedlings don't need tons of light right from the start, and I'm sure the OP has more light to be added later when the plants necessitate them.

As for tap water, why should he stop using it? If the pH of the tap water isn't all out of whack, it's preferable over distilled/RO water because you generally don't need to supplement with Calcium or Magnesium. With purified water, you do... always. I ONLY use tap water, and I've never had any problems with it.

Giving friendly advice is one thing, but being crude about it is another. What works best for you may not work best for everyone else. Just something to think about.
