Can your wife just get a state ID card? I had to have one of those for awhile but it was like five years ago so it might have changed, they might try to force that real i.d. thing on her even then. The state card i got was just like a drivers licence with all the same info it just didnt entitle you to drive is all. Check into the state card and if that wont work then just go with the signing her check over to you. Good luck with the red tape, hope all works out for ya, but don't get that real id card for fucks sake, if im not mistaken they are chipped like some cell phones, and thats just too big brother creepy.
