2 - 40wt CFL (RED)
2 - 26wt CFL (RED)
3 - 23wt CFL (RED)
1 - 18wt CFL (BLUE)
2 - 13wt CFL (One RED one BLUE)

looks good, and it should be plenty of lumens for what you are planning.
couple things to think about...
blue spectrum is good for veggin' and red is good for flowering.
if you have a couple more bucks to spend, switch out all but a couple of those red bulbs for blues. and then pop the red ones back in when you start to flower, leaving a couple blues.

aluminum foil is not good for use as a reflector. it causes hot spots and what not. u can use an emergency blanket(found at meijer/wal mart or any camping/sports store, probably cheaper at a giant box store) or use reflective tape from a hardware store(its used in siding and roofing)
other than that you look strizzle.
