Seedlings need at least 18 hours of light per day. I like 24/0 personally. Keep them on it until you are ready to flower them, when they show sexual maturity (usually about 6-10 weeks from germination).

Clones also can go on 18/6, 20/4, or 24/0 light. Just keep the light DIM and BLUE, and the temperature CONSTANT.
