If you're sure it's a female, you can take clones from her as soon as she's mature enough to show sex (typically about 4 weeks from seed), but many growers like to veg the mother out a bit longer, maybe even topping a few times to promote lateral branching, and then taking cuttings when several can be taken without overly stressing/killing the mother.

Your cuttings will probably take about a week to develop a healthy root system, depending on what you're using to root them, and in my opinion should be vegged out for at least a couple weeks after rooting before putting into flower. But that's entirely up to you, you can do it earlier if the plant's mature enough to flower... but you'll likely end up sacrificing some of the bud mass.
