The heat issue will increase with the HID, so your attempts to lower temps are a great practice.
Usually best to have an exhaust fan or two, and a circulation fan. Not usually necessary to have an intake fan, unless it's used to bring-in cooler air from ground-level.
Soil looks quite dry, also. Do you have them on a schedule, or just water them whenever you notice? You mentioned water reservoir...? How often do you water with the ferts and micronutes? Perhaps too much superthrive? Do you foliar spray with additional nutes, or corrective suppliments?
What's the water ph?...The run-off ph? Do you adjust water ph, and if so...with what? Using tap water? R/O water? If using R/O water, do you suppliment with CalMag Plus, or equivalent?
Did you plant the seeds during a full moon on the vernal equinox, while holding a lit stick of Nag Champa...? (kidding)
Besides not knowing much more about the grow, these are the generic things I'd look at.
