Well... i think you was right in being a bit paranoid. Mixing weed and hot water wouldnt make you high. You was right about the need of milk or cream cheese.
Anyway, just mixing them is not enough. Your weed should be ground as fine as possible. But now that its mixed with the milk, what you can do is put this mixture into a blender and blend it for some time, for try to grind the weed a bit more.
After it, you should heat it in low heat, as heating helps the release of THC by the weed. I dont know how much time you should heat it... look at the other threads... anyway, i think anything between 30-60 minutes must be enough.
