If they really wanted him dead, they would have pattern-bombed the hills of Afghanistan, where bin laden and his people were likely to be hiding out, immediatly after the 9/11 attacks.

That being said, there is a 25 million dollar reward on his head, which means that the guy must be very well hidden.
