Here's an idea I had a while ago that might work...
Buy a pack of cheap cigarettes.
Ditch the tobacco, as well as the papers, but keep the filters.
Use normal papers to roll a joint, but use a cigarette filter as a roach. Your paper will be cut a little short, and you'll have to roll a pretty fat joint, but it might work.

Just imagine, you've got a joint that looks exactly like a cigarette, although I honestly don't know if you'll lose anything in that filter, but I've heard you can do it.
If you do use this idea you should post pics or something, just so we can see how well you pulled it off.
