It sounds like it should be far enough away not to be causing this problem, but what you've described definitely sounds like magnetic interference. There's no other magnetic source, like a large speaker, near the television? It's unusual that you'd be getting that much interference, which makes me wonder if there might be an issue with the coil inside the ballast itself.

On a lighter note, I was actually kinda glad my old tv got messed up, because that gave me a reason to replace it with a new plasma screen for the living room. But I'd shit a brick if I did the same thing to it, especially now that's it's no longer under warranty.
