I've never ordered pipes online, well I got a bulb type vap online and that worked out fine but honestly if your worried about the law go find the closest head shop and get your pipes and misc. there.

I think all you'd have to concern yourself with is finding a legitimate site that offers prompt service and delivers what they advertise. It doesn't matter if you've been in trouble with the law (at least i'm assuming) because it's not like you would buy nor would they sell you a used pipe that has been previously smoked out of.

You could go to a head shop and buy a pipe and walk down the street with it in plain site if it hasn't been used. Albeit it's not the best idea in the world, you can't get in trouble for having unused pretty glass.
