How many lumens would a plant like this need? are 3 cfls ok? 3 red 3 blue?

I've decided to not get HPS lights because im fucked with it with my parents so im planning on getting 3 fluorescent lights for 2 plants. 3 vege 27 watts and 3 red 27 watts, can i expect something good from a 2 foot plant that has 3 fluros around the plant? will the yield be ok and will it have some good sweet ass buds?
