To answer your question, In most cases, you decide when to make your plant flower. It is determined by the light cycle you give it.
Start with less than six hours of dark per day.
Some people use 18/6 others use 20/4, and many cfl growers use 24/0.
When your plant fills 1/3 to 1/2 of your grow room, change the light cycle to 12 hours on / 12 hours off. That is when the plant will begin to flower, and when you should add the warm white bulbs.
