I'd go with getting the seed starting kits from walmart- those peat puck things, plus tray and dome, and then for lights, a nice 24" flourescent shop light that can take T12 or T8 bulbs. A pair of 'daylight' or 'cool white' or 'kitchen and bath' flourescents will work to get your 10 seedlings to a safe point where you can put them outside, and not take up a lot of room, or be too expensive. In fact, you don't even need a box or timer if your house stays at a reasonable temperature... 24/0 light schedule, stick in a corner, keep moist but not soaking wet, and transplant when they reach about 4 sets of adult leaves. Don't forget to shred up the little net thing around the pot. The roots CAN escape without making holes, but it's better to help them by cutting the net up a bit.
